ページをご覧頂き有難うございます、齊藤規乃と申します。私は大学院在学中の2年間に 強制労働や性的搾取を目的とする人身取引についての研究を行い、ネパールで現地調査を実施してきました。研究の一環として汚職や腐敗の防止を行うTransparency Internationalや、人身取引の防止活動を行うSunita Foundationでインターンとして携わる機会にも恵まれました。新型コロナウイルスの感染拡大により生活が一変してしまい、そうした研究調査の実現に向けて尽力してくれた友人たちは今、厳しい生活を強いられています。現に、そうした友人たちからの支援を求める声がSNSを通じて寄せられています。

現地コーディネーターとして いつも快く依頼を引き受けてくれるGokul Bhujelさんは、今回の支援先である孤児院(Nepal Women & Children Service Society)を6年間、ボランティアとして支援してきました。ある日彼から、「孤児院の子ども達の生活がとても苦しくなってきていて、サポートが見つからないので助けて欲しい」という悲痛なメッセージが送られてきました。孤児院の子ども達は生活をしのぐため、店で売れ残った米や野菜を譲って貰えるように店を毎日探し歩いているといいます。もちろん、そうした食材の質はとても良いものとは言えません。

そこで今回のプロジェクトを通じ、コロナ禍においても 子ども達が安心して学び、健康に過ごすことができるよう 皆様からのご支援をいただき、食料(米、野菜、肉など)や生活に必要なプロパンガス、学用品などを提供したいです。孤児院で暮らす子ども達27人分の必要物資を寄付するには約29万円が必要となりますが、支援金で子ども達の3ヶ月分の食費を賄う事が可能になります(支援金の内訳についてはページ後半をご覧下さい)。皆様から頂いたご支援は、現地協力者であるGokulが直接届けます。支援金が目標額を超えた場合は、その他生活に必要な物資の購入や子どもたちの学費の補助、Gokulへの協力金などに充てさせていただきます。皆さまからの温かいご支援を宜しくお願い致します。

 

 

 

今回の支援の必要性について、以下の2点に絞り説明致します。

 

●長期化したロックダウンによる影響

 

ネパールでは これまでの合計で132,246人の新型コロナウイルス感染者が確認されており、感染拡大に伴い2020年3月24日からロックダウンが開始されました。ネパール政府により 現在まで行動規制の緩和と延長が何度も繰り返され、郡を越えての移動や公共交通機関の利用も厳しく制限されていました。現在では店舗の営業も許可されるようになるなど 規制が徐々に緩和されるようになりましたが、約5ヶ月に亘るロックダウンや農作物などの値上がりの影響もあり、困窮する生活者にとっては食料の確保が困難なままです。

加えて失業者数の増加は止まらず、国内労働者4分の1にあたる労働者がコロナの影響により失業、解雇される事態となっています (August 13, 2020)。これにより以前まで孤児院に食料支援を行っていた団体や有志の個人なども、現在では支援の提供をストップせざるを得なくなっています。ネパールでは移住労働により生計を支えている労働者や日雇い労働者が多数を占めていることに加え、ロックダウンの長期化により あらゆる産業で働く労働者たちが収入源を絶たれてしまいました。コロナ禍においても政府による経済的支援や補償には期待できず、収入源を失った人々は自力で生活していくことに既に限界を感じています。

 

こうした状況に対応するため、地方自治体やNGO、ボランティア団体などが食料の供給を行っています。孤児院のあるカトマンズでも同様に 市が生活困窮者への食料供給を実施していますが、供給は不定期に行われ、子ども達全員分の食料を賄う程の量を手に入れることが出来ません。食料が確保できるという保証がない中で、子ども達は不安な生活を送っています。

 

 

 

●孤児院での生活

 

Nepal Women & Children Service Societyは女性や子どもの能力開発や教育を通じて自立を支援する目的で設立され、ネパール各地から子ども達を受け入れています。孤児院では レイプの被害に遭った子、2015年に起きたネパール大地震により親を亡くした子、警察に引き取られた子など 様々な事情を抱えた子ども達が暮らしています。

 

ロックダウン下で行動の規制と緩和が繰り返されるなか、緩和の対象とならなかった教育機関や図書館は長期に亘って閉鎖され続けています。授業の遅れを取り戻すための対応策として オンライン授業の導入も進められていますが、孤児院ではそれらを使用するネット環境が整っていないため、今は互いに勉強を教え合いながら過ごしているといいます。

限られた学習環境のなかでもそうした子ども達の学びをサポートし、孤児院が「教育やスキル開発を通して子ども達の自立を支援していく」という本来の目的を損なわずに活動していくためにも、食料や学用品の支援がいま必要です。

「2002年に設立された私たちの孤児院は、様々な家庭の問題を抱えている子ども達に対し、教育や食事、シェルターの提供を行い支援しています。以前は様々な地方、政府及び国際組織から支援を受けていましたが、世界中で大きな影響を及ぼしている新型コロナウイルスのパンデミックにより そうした支援が途絶え、子ども達に食料や学費、衣類、検診費用やその他生活に必要な最低限のものを提供するのに苦労しています。プロジェクトを通じ、彼らに必要なものを少しでも提供できるよう皆さまに支援をお願いしたいです。」

集まった支援金で、孤児院で暮らす27人分の食料(米、野菜、肉など)、プロパンガス、文房具などの学用品を購入致します。

支援金が目標金額に満たない場合にはプロジェクト不成立となり、全額支援者様に返金されます。

●支援先確保の見通しが不透明であるなどの新型コロナウイルスによる長期的な影響を考慮すると、孤児院への継続した支援が必要になります。1度に全額を寄付するのではなく、2020年11月頃から2021年3月頃までの食費や物資に掛かる3ヶ月分の費用を3回に分けて送金します。

●目標額を上回った場合、残りの支援金はその他生活に必要な物資の購入や子どもたちの学費の補助、現地協力者Gokulへの協力金に充てさせていただきます。

●出来るだけ早く支援を届けるため、Readyforが規定する早期入金サービスを利用します。

 

 

●支援金の内訳

 

今回ご協力をお願いする支援金の29万円は、以下の資金使途で使用致します。

 

・27人の1ヶ月分の食費 7万円×3ヶ月分  210,000円

Thank you for visiting my page, I am Kino from Japan. I am a recent graduate of Kobe University where I obtained my Masters of Arts degree in International Studies. As part of my graduate research, I was involved with organizations in Nepal such as Transparency International, which has been making an effort to prevent corruption, and Sunita Foundation, which is one of the leading anti-trafficking organizations. Friends that I made over the course of my stay in Nepal and those who continue to dedicate their time to support my research are now struggling due to the pandemic. They have reached out to me via social media for help.

Mr. Gokul Bhujel, a local coordinator who welcomes my requests every time we meet in Nepal, has been supporting an orphanage as a volunteer for over 6 years. One day, he sent me a sad message and told me that "Things are tight, and children in the orphanage cannot afford to eat enough food anymore because there are no supporters for them. Please help them." He said that starving children go around asking local shop owners for their leftover vegetables and rice just to survive. Of course, these leftovers are not enough, nor are they nutritious for the children.

Through this project, I kindly ask for your support so that these children do not have to worry about where they're going to get their next meal. With the money that we fundraise, these children will get food, propane gas, which is a necessity for daily life in Nepal, and school supplies. About 290,000 JPY is required to donate the necessary supplies for 27 children living in the orphanage. This amount will cover 3-months-worth of food for children at the orphanage(Please take a moment to see the latter part of this page for the detailed breakdown). Your warm support will be delivered directly by our local coordinator, Gokul. Help us reach our fundraising goal. Should we exceed the target of 290,000 JPY, the funds raised will be used to subsidize children's school fees, purchase other daily necessities for the children, and help pay Gokul for assisting the project.

●The influences of prolonged lockdown

 

In Nepal, the number of people infected with COVID-19 has reached 132,246. Lockdown began on March 24, 2020, as the infection spread. The government of Nepal has severely restricted travel across wards and the use of public transportation. Currently, those restrictions have been lifted, and stores that sell groceries and medicine are allowed to open. However, it has become difficult for those in need to gain access to food because of the rising cost of agricultural products and the five-month lockdown that took place in Nepal.

Additionally, the number of unemployed people continues to increase, and nearly a quarter of domestic workers are now unemployed or have been laid off due to the pandemic (August 13, 2020). As a result, organizations and volunteer individuals who used to provide food assistance to the orphanage are now unable to provide for others let alone provide for themselves. In Nepal, the majority of workers and day laborers support their livelihoods through migrant labor, but the prolonged lockdown has cut off income resources for those workers. Currently, there is no financial support or compensation from the government, and people who have lost their jobs and income feel that they have reached rock bottom.

 

To tackle such situations, local governments, NGOs, and volunteer groups supply food. In Kathmandu, the capital city of Nepal, where the orphanage is located, the city also supplies food to those in need, but the supply is conducted irregularly. Children are living with anxiety because there is no guarantee when they'll get their next meal. 

 

 

●Situation in the orphanage

 

Nepal Women & Children Service Society was established with the purpose of supporting the independence of women and children through skills development and education and accepting children from all over Nepal. Children with various circumstances live in the orphanage, including children who were raped, children who lost their parents in the 2015 Nepal earthquake, and children who were taken over by the police.

 

Educational institutions and libraries that were excluded from the lifting restrictions have been closed for a long time as movement restriction and mitigation are repeated under lockdown. Online classes are being carried out to help to catch up with class delays, but the orphanage doesn't have access to the internet to use, and now that they spend time teaching each other.

To support the learning of such children even in a limited environment, and for the orphanage to work without impairing the original purpose of "Supporting children's independence through education and skills development", now we need the support of food and supplies for studying.

"Our orphanage, officially established in 2002, provides education, meals, and shelters for children with a variety of family problems. Previously, we have received support from local governments and international organizations, but this pandemic which is affecting around the world has cut off such support, and now we have difficulties to give basic needs like foods, school fees, clothing, health checkup fees, and other minimum living stuff. We are having a hard time to provide our children with very basic needs due to insufficient help from our regular helping hands. So, we'd like to ask you to help us by providing what they need through this project."

●With the collected donation, we will buy food (rice, vegetables, meat, etc.), propane gas, stationery, and other school supplies for 27 children.

If the amount of collected money doesn't reach the target amount, the project will not be carried out and the full amount will be refunded to supporters.

●Considering the lasting impact of COVID-19, such as uncertain prospects for securing supporters, continuous support for the orphanage will be required. Instead of donating the amount received all at once, I will be sending expenses for food and supplies from November 2020 to March 2021 in three installments.

●If donation exceeds the target amount, the remaining funds will be used to purchase other supplies necessary for daily life, subsidize children's school fees, and to pay our local collaborator, Gokul, for delivering the above supplies.

●To deliver support as soon as possible, I will use the early deposit service stipulated by Readyfor.

 

 

●Breakdown of support funds

The 290,000 JPY requested for support this time will be used for the following purposes.

 

●One month's food expense for 27 children (70,000 yen) and 3 months' worth (210,000 yen)

●School supplies cost (10,000 yen)

●Handling charge (12%) for Readyfor (38,280 yen)

●Readyfor early transfer service fee (33,000 yen)                      Total: 291,280 yen

*Other costs for the shortage in remittance will be covered by my expense.

This project provides temporary support of basic supplies for the children. The situation is severe for people who are living in dire conditions. I strongly believe in this project, and it'll serve as a reminder for the children in Nepal that there are people in the world who are doing everything that they can do to support and care for them. Lockdown has been lifted, but it might be implemented again due to the rapid increase in the number of positive cases. I'd like to keep supporting them by reflecting on the needs of the facility staff and children, so I would be grateful if you could join us and support this cause.
