ベトナム人に日本法律を普及させたい

はじめに・ご挨拶はじめまして。ベトナム出身のTran Vu Ha Minh （チャンヴーハーミン)と申します。

▼このプロジェクトで実現したいこと

「コミュニティーのための日本法律ーJapanese Law for Community」は日本語の法律をベトナム語に翻訳して、在日ベトナム人等に普及させることです。

プロジェクト概要：日本の主要な法律をベトナム語に翻訳し、ベトナム人コミュニティーに無料に提供する。

※対象法律：別表参照

 

実施仕組み：事務局が募金して、集めた資金をベトナムにいる翻訳事業会社に上記の対象日本法律の翻訳を委託する。

現在はホームページ（https://haminh.org/law/）にて、無料提供の予定である。将来は順調に進めば、アプリの開発や紙媒体にて出版する可能性もある。（現在は未定）

 

▼プロジェクトをやろうと思った理由

日本の高齢少子化に伴う人材不足を背景に、ベトナム人をはじめ外国の労働者を受け入れている。コロナ感染による入国を制限する水際対策があっても2020年に在留ベトナム人数が韓国を抜き、約50万人に上っており、国籍別で2位になる。将来は中国人よりも多くなるという予測もある。

その内訳として、技能実習、留学などの割合が非常に高い。しかも、漢字圏の中国、韓国と違って、大部分の在日ベトナム人の日本語力が高くない。しかも、フィリピン人、ブラジル人に比べても英語もレベルが低い。

日本法務省 日本の習慣、法律が分からないままで、日本に滞在しているため、トラブルも多くなっている。その結果、在日ベトナム人の犯罪件数が年々増えており、すでに中国、ブラジルを抜き国別に一位になる。

また、日々日本に生活する以上に、日本の法律を知らないと在日のベトナム人が自らの権利義務を知らないままで、違法行為に犯すリスクだけではなく、自らの権利も知らずに主張できないという実態になっている。しかし、日本語による法律の解読は非常にハードル高く、長年滞在している日本語上級者も簡単にできるわけではない。そのため、主要な日本法律を越語に翻訳する必要があると認識して、「コミュニティーのための日本法律」（Japanese Law for Community ）を立ち上げることにした。

▼最後に

本プロジェクトは存在感を増す日本におけるベトナム人が日本法律をより理解することによって、犯罪とそうでないものを区別することで、ベトナム人の犯罪を減らせることも期待できる。また、在日ベトナム人は母国の文化、習慣が異なっている日本には「やっていいこと」と「やってはならないこと」を知ることで、安心に生活できる。

一回の法律の翻訳によって、その後、多くの団体、個人が利用し、生かすことができる。例として、日本の自治体が地方自治体がベトナム人住民の案内；日本の司法翻訳、通訳；日本の法律事務所、会計事務所等がベトナム人のクライエントをアドバイス；ベトナム人学生が日本法律を学ぶ；ベトナム人の研究者、政策立法者が日本法律を研究、調査する等

一回の翻訳だけで、長年間、大人数に便益をもたらし、日本社会にとってもプラスが大きい。是非、ご協力をお願いします。

▼Self-introduction :

I am Tran Vu Ha Minh, from Ho Chi Minh city, Vietnam. First came to Japan in 2007 as a Japanese government scholarship recipient, graduated from Hitotsubashi University with a Bachelor of Commerce and Aoyama Gakuin University with a Master's degree in Accounting and Auditing. Experienced in real estate projects, urban, infrastructure development, and tax and accounting consulting; Currently, working as an analyst consulting international development and overseas urban development projects of JICA and Japanese governmental agencies at  Consulting Group. Since 2018, I have started editing dictionaries in three languages (Japanese, English, and Vietnamese) of business and law to promote economic exchanges between Vietnam and Japan and other countries worldwide. Since 2020, Tran Vu Ha Minh has been conducting research, speaking, and writing activities to raise Vietnamese awareness of the legal and ethical knowledge of cutting-edge technologies such as artificial intelligence. In 2021, with a strong desire to deepen their understanding of Japanese law, I launched the "Japanese Law for Community" as a part of 'HaMinh Initiatives' by translating the fundamental laws of Japan.My goal is to disseminate knowledge for the research and development of sustainable science in the future, to build an international community, and strengthen socio-economic exchanges between countries. Project Introduction: "Japanese Law for Community" is a project translating Japanese law into Vietnamese and disseminating it to Vietnamese living in Japan.

 

▼Project Summary:

Translate major Japanese laws into Vietnamese and provide them to the Vietnamese community for free.

Target law: Refer to the attached table

Implementation mechanism: The Project Coordinator raises funds and orders translation companies in Vietnam to translate those mentioned above targeted Japanese law. Currently, it will be provided free of charge on the homepage https://haminh.org/law/　

If the project goes well in the future, there is a possibility of developing apps and publishing them on paper. (Currently undecided)

 

▼The reasons why I started the project

Due to the shortage of human resources due to the aging population and declining birthrate in Japan, the Japanese government accepts foreign workers, including Vietnamese. Even if there are border measures to restrict entry due to Covid-19 Pandemic, Vietnamese residents surpassed South Korea in 2020, reaching about 500,000, ranking second by nationality.

The breakdown is that the technical intern training and students ratio is very high at about 62%. Moreover, unlike China and South Korea, in the Chinese character area, most Vietnamese in Japan do not have high Japanese proficiency. Furthermore, English is lower than that of Filipinos and Brazilians.

As staying in Japan without much understanding of Japanese customs and laws, Vietnamese have been facing a lot of troubles. As a result, the number of Vietnamese crimes in Japan is increasing year by year, and it has already overtaken China and Brazil to become the number one by country.

Also, because of lacking knowledge of Japanese law, Vietnamese living in Japan can not acknowledge the risk of committing illegal acts but their legal rights. However, understanding the law in Japanese is a very high hurdle, and even advanced Japanese learners who have been staying for many years cannot easily do it. Therefore, recognizing that it is necessary to translate major Japanese laws into Vietnamese, I launched the "Japanese Law for Community.

 

▼Message:

Finally, this project can be expected to decrease the crimes of Vietnamese people in Japan who are increasing their presence. Moreover, Vietnamese living in Japan can live with peace of mind by knowing "what I can do" and "what I cannot do" in Japan, where the customs and laws are different from their home country. By translating the law, it can be used and utilized by many groups and individuals in the future: for example,       Japanese local governments guiding Vietnamese residents; Japanese judicial translation; Japanese law firms, accounting firms, etc. advise Vietnamese clients; Vietnamese students study Japanese law; Vietnamese researchers and policymakers study Japanese law, etc.

We only need to translate one time; the project will benefit a large number of people for many years and will be of great benefit to Japanese society.
