Project Outline <English Version>

Thank You for Reaching Our First Goal and Announcement of Next Goal

We would like to thank you for helping us achieve our goal of raising 500,000 yen. Thanks to your support, we were able to achieve our goal in just 6 days from the beginning of the crowdfunding project. We appreciate your support and help.

The purpose of this project is to raise funds to purchase transformers for generators donated from the residents of Kashihara city, Nara Prefecture to the city of Trostyanets, Ukraine.

Given the urgency of the situation in Ukraine, the initial goal was to raise funds to purchase 10 transformers. Having reached our goal faster than expected, we aim to send as many generators as possible to Ukraine by the end of November.

For the initial project, we asked for support for the purchase of transformers, and our new goal is the purchase of sets that come with generators and transformers.

New goal:

・ 1 set of generator and transformer: 100,000 yen

・ Additional purchase goal: 5 sets (500,000 yen)

The target amount for the next goal is set at 1 million yen.

Your continued support will be greatly appreciated.

Even if we do not reach the next goal, we will make every effort to implement the project within the funds raised.

The purchased equipment will be donated to the Ukrainian city of Trostianets along with generators donated by residents of the Japanese city of Kashihara, with installed transformers.

We appreciate your understanding and cooperation.

1. About us.

LUKES Co., Ltd. (hereinafter referred to as "LUKES") was established in May 2015 as a private organization supporting the tourism resource creation within the Japan Association of PFIs (Private Financial Initiatives) and PPPs (Public-Private Partnerships) (hereinafter referred to as the "Association"). The main business activity is consulting on PFI/PPP projects promoted by local authorities.

The Japan PFI/PPP Association is a non-profit organization established with the purpose of raising awareness and promoting public-private partnership projects related to the "Act on Promotion of Development of Public Facilities, etc., Using Private Funds, etc.", which was enacted by the Diet in July 1999. Currently, we have a total of 1,314 members, including 1,024 administrative member organizations such as local governments and 290 private sector member organizations. In addition, since 2017, we have been a PPP partner for the Ministry of Land, Infrastructure, Transport and Tourism's database.

2. Project background.

In May 2024, the Association signed a memorandum of understanding with the Mayor's Club of Ukraine (Assembly of Cities and Towns) regarding support for Ukraine's reconstruction. The Association has entrusted LUKES with crowdfunding operations to carry out the Ukraine reconstruction support activities described below.

Currently, Ukraine is in the midst of a fierce war with Russia to protect its territory after a full-scale Russian invasion in 2022. Due to the Russian invasion and missile attacks, the life of citizens in the affected areas is extremely difficult. Therefore, providing heating for local residents, especially in areas where power plants have been destroyed by rocket attacks and stable power supply is impossible, is an urgent issue, as the extremely cold winter season is approaching.

One of the members of the Mayors` Club, the city of Trostianets, located near the Russian border, where power plants, hospitals and other public and private facilities were hit by missiles, asked the association to donate generators to the city. The Association called for cooperation to the Ukrainian Embassy in Japan, which asked Kashihara City in Nara Prefecture, that was Ukraine's host town during the Tokyo Olympics and has been actively involved in activities related to introducing Ukraine to its residents, to donate generators.

3. The purpose of the project

The purpose of this project is to raise funds to purchase transformers to be installed on the generators that will be donated to the city of Trostianets, in Ukraine.

Currently, nearly 80% of the power plants in Ukraine have been destroyed by Russian missiles. As a result, electricity cannot be supplied to homes, factories, and public facilities. Homes in the affected areas are experiencing power outages. Winter is coming up in Ukraine, and the coldest period is from December to February. During this period, temperatures drop below zero, and historically, there has been a record of minus 41 degrees Celsius in the area. The purpose of this project is to donate generators, that can be used for heaters, to Ukrainian citizens who cannot use heating facilities due to power outages. The

3kW, 5kW, etc. generators that will be donated can provide power to home heaters for long periods of time using gasoline as fuel, and will help Ukrainian citizens facing the harsh winter. However, since the voltage in Japan is 100 volts (V) and that in Ukraine is 220 volts (V), in order for the donated generators to be usable in Ukraine, a transformer must be installed on each generator. For this reason, we have decided to crowdfund the funds to purchase the transformers. We plan to donate 10 generators of 3kW, 5kW, etc., so 10 transformers will be required. Each transformer costs 50,000 yen. Our goal is to raise 500,000 yen.

4. Project Outlook and Vision

The situation in the area is serious, and it is essential that generators arrive there as soon as possible.

On September 17th, the Embassy of Ukraine in Japan sent a request for generators donations to Kashihara City. Based on this request, Kashihara City started collecting generator donations from residents to support Ukraine.

The donated generators and transformers will be transported by the Embassy of Ukraine in Japan in December 2024 in containers from Osaka Port to the Trostianets City in Ukraine (https://rebuildukraine.in.ua/en/trostianetska-hromada-2.0). The Embassy of Ukraine in Japan will cover the transportation costs.

Once the generators with transformers arrive, the city authorities will provide them to elderly people and families with children who are enduring the cold.

We would like to inform you that the recipient of this donation, Trostianets City, has agreed to all of the following conditions:

・Agreement to receiving donations

・Agreement that donations will be raised through crowdfunding

・Agreement that the name of the recipient will be posted on the story

5. Project overview and use of funds raised

By the end of November will purchase suitable transformers for the 10 donated generators (already selected) by residents of Kashihara City, Nara Prefecture. The generators with the installed transformers will be transported in containers from Osaka Port to the city of Trostianets, Ukraine, by the Embassy of Ukraine in Japan. Once the generators with transformers arrive, the city authorities will provide them to elderly people and families with children who are enduring the cold.
