福島原発事故は、原子力発電所が環境とあらゆる生物にとっていかに危険であるかを改めて示した。自然が核廃棄物へと変貌する苦い経験は、明るい未来を約束して確立された核技術が、生命を暗黒へと陥れる可能性を秘めていることを示している。

しかし残念ながら、日本は原子力技術を見捨てず、国際的な原子力プロジェクトを主導することで自らの失敗を隠蔽しようとした。例えば、日本は2013年に私の国であるトルコへ原子力発電所を輸出することを決定した。日本は2019年にコスト高を理由にトルコでのプロジェクトから撤退したが、日本との間で締結された政府間協定によりプロジェクトは環境影響評価（EIA）段階まで進展し、トルコ政府はプロジェクト継続に向けて努力している。

福島事故の発生いかんにかかわらず、世界の原子力産業は縮小すべきだった。しかし2025年現在、気候危機をいわゆる「カーボンフリー」技術の機会と捉えることで、灰の中から復活しつつある。確かに、福島原発事故から14年が経過した現在、我が国を含む原子力エネルギー市場に関わる各国は、原子力発電所の設備容量を3倍に拡大する計画、国際的に製造実績のない小型モジュール炉（SMR）などの技術販売、核燃料サイクルの完結と核廃棄物の再処理といったプロジェクトに取り組んでいる。政府と企業の共同プロジェクトは国庫からの納税者資金で賄われており、これらのプロジェクトは世界規模で権威主義体制を資金援助し永続化させている。この状況は、原子力発電所に反対することは同時に権威主義体制にも反対することを意味することを明らかにしている。 同時に、原子力発電所が従属する核燃料サイクルの内部で核兵器拡散プロセスが支えられているという事実―すなわちエネルギーと兵器の連関―は、そもそも確立が困難な世界平和の実現可能性が、原子力発電所の増加に伴いさらに低下することを既に示している。

CNICは、原子力発電所と核兵器の文脈を考慮しつつ、知識の社会化に取り組む組織である。核問題への認識を高め、意識を向上させなければ、生態学的にも政治的にも平和は達成できない。したがって、CNICへの支援が今日の地球と明日の地球の健全性にとって価値あるものであることを踏まえ、皆様にこのキャンペーンへのご支援を呼びかけます。

The Fukushima nuclear disaster, which began in 2011, demonstrated how dangerous nuclear power plants can be for the environment and all living things.  The potential of nuclear technology, established and used with the promise of a bright future, to plunge life into darkness was bitterly experienced with nature becoming nuclear waste. But unfortunately Japan didn't abandon nuclear technology instead tried to conceal its failure by leading international nuclear projects.For example, Japan launched a nuclear power plant project in Turkey, my country, in 2013. Although Japan withdrew from the project in Turkey in 2019 due to high costs, the intergovernmental agreement signed with Japan ensured that the project progressed to the EIA stage, and the Turkish government is striving to continue the project.

Despite the Fukushima accident, the global nuclear industry should have shrunk. Yet as of 2025, it is rising from the ashes by viewing the climate crisis as an opportunity for so called “carbon-free  technology”. Indeed, in the 14 years since the Fukushima nuclear disaster, countries involved in the nuclear energy market, including my own, have been working on projects to triple the installed capacity of nuclear power plants, to sell technologies such as SMRs that have not yet been manufactured internationally, and to close the nuclear fuel cycle and reprocess nuclear waste. Government and corporate collaboration projects are funded by taxpayer money from the treasury, and these projects also finance and perpetuate authoritarian regimes on a global scale. This situation reveals that opposing nuclear power plants also means opposing authoritarian regimes.  At the same time, the fact that nuclear weapons proliferation processes are supported within the nuclear fuel cycle to which nuclear power plants are subject—that is, the energy-weapons nexus—already indicates that the likelihood of achieving world peace, which is difficult to establish in the first place, will decrease even further as nuclear power plants increase.

CNIC is an organization working to socialize knowledge, taking into account the nuclear power plant-weapons context. Without raising awareness about nuclear issues and increasing consciousness, neither ecological nor political peace can be achieved. Therefore, knowing that the support we give to the CNIC is valuable for the well-being of the planet both today and tomorrow, I call on you to support the campaign.
