神戸大学「神戸RMC（リスクマネジメントコミュニティ）」のメンバーの一人Mizanさんへの「防災」に関するインタビューの内容をお伝えします。

若者の「防災」での役割について、一つの実践が示されています！

若者による、防災への取り組みを少しでも知っていただけると幸いです。

以下、インタビュー内容
― Children &　Youth in DRR の役割をどう思いますか？
災害のリスクは時代をまたぎ、Youth and Children の役割を残すことは、災害のリスクを防いだり、減少させたりすることへ助けとなる。最も大切であり必要不可欠な役割は、身の回りの災害について正しく認識し伝えていくことであると思う。これは決して一方通行の伝達ではなく、人と人との相互のコミュニケーションであるべきだ。また、専門家から得た情報をyouth and childrenならではの形で発信していくことも重要である。そのことで、youth and childrenの活動は災害防止活動の準備をすることによってさらに発展させることができる。

若者として私は神戸ＲＭＣとＢＤＳGという二つの組織の災害防止活動に参加した。神戸RMCは一般のリスク管理問題について知恵の交換を容易にするために設立された。その注目すべき活動は神戸の外国人居住者のために避難訓練を準備することとリスクを知るビデオをつくること、そして兵庫の若者に対してワークショップを開いたことだった。一方でＢＤＳGは災害防止活動に特化した様々な若者が集まった中心グループであった。その注目するべき活動は、西ジャワ州すべての学校での毎月の避難訓練と、JICAと地域水準にあうJapan-Indonesia Disaster Managementの引き金となったＤＲＲの若者のワークショップを始めたこと、そして日本とインドネシアの若者の交流を簡単にするＤＲＲホームステイであった。

―ＷＣＤＲＲのための神戸チームの最近の行動はなんですか？
最終的には兵庫県からの若い仲間がいる神戸ＲＭＣは、2015年1月17日に私たちのためのワークショップを上手く作り上げ、阪神淡路大震災から20年の追悼式典の日に執り行われたことは責任であり、兵庫の若者によって作られた行動のための案でもあった。この時、私たちのチームは若者が決して1.17を忘れないという強い気持ちと、継続的に安全性と復興社会を実現していくという強い気持ちのなかにあるthe Children and Youth Forum-World Conference on Disaster Risk Reductionで伝えられる私たちの象徴をさらに良くしている。さらに私たちもまた仙台にいたる災害防止への貢献のためのアクションプランをさらに詳しく伝えています。

―What do you thing the role of children & Youth in DRR?
The risk of disasters transcend across time, leaving the role of youth and children instrumental to prevent and reduce the risk. I think the most essential role of youth and children is to make sure themselves properly informed about the risk surrounds. By saying this, it does not mean a one-way communication, rather it should be in two-way: co-production of risk information between experts/authorities with youth and children enriching the perspectives and giving creative touches on it. By then, youth and children can take further action via organizing their own disaster prevention activities.

As youth, I have been involved in disaster prevention activities in two organizations, namely Kobe RMC and Bandung Disaster Study Group (BDSG). Kobe RMC was founded to facilitate the exchange of knowledge about risk management issue in general and channel volunteering in pre disaster phase. Its notable activities were organizing disaster prevention training for foreign residents in Kobe City (Japan), producing risk awareness video, and held workshop for youth of Hyogo.
On the other hand, BDSG was a youth-centered group which organizes various young people driven disaster prevention activities. Its notable activities were monthly disaster preparedness training at school all across West Java province (Indonesia), initiated youth-workshop on DRR which triggered Japan-Indonesia Disaster Management at Local Level with JICA, and DRR Homestay which facilitates exchange between Japan and Indonesian youth.

―What is your Kobe team working on currently for WCDRR?
Kobe RMC with fellow youth from Hyogo prefecture have been successfully organized workshop last 1.17 2015 which for us, ultimately, the important step been taken that day in commemorating the 20th years of the Great Hanshin Awaji Earthquake was the commitments and proposals for action made by the youth of Hyogo. At this moment, our team is refining our statement that will be delivered at the Children and Youth Forum-World Conference on Disaster Risk Reduction, in which again stressing that youth will never forget 1.17 and continuously realizing safe and resilient society. Furthermore, we are also further detailing our action plans for disaster prevention contributions beyond Sendai.
